LBB does not provide HRA funding

Despite hopes that the Legislative Budget Board would use its budget execution authority to provide funding for Health Reimbursement Arrangement (HRA) administrative fees, the Board took no action on the issue at its Aug. 23 meeting. In comments after the meeting, LBB leaders Lt. Gov. David Dewhurst and House Speaker Tom Craddick said they were unable to take action since HRAs were not posted on the agenda.

The lack of action greatly increases the likelihood that the HRAs will be implemented on Sept. 1, as scheduled, and that school employees will pay the administrative costs out of the $500 supplement. TCTA continues to explore options to have the state’s leadership eliminate required administrative fees for educators.

TCTA delivered a letter to the LBB urging that funding be allocated so teachers would not be required to pay up to $42 in administrative fees.
