The Senate adopted its operating rules for the session, retaining the traditional 2/3 rule requiring that a bill have support from at least 2/3 of the Senate before it can be brought up for consideration on the Senate floor. This provision is designed to ensure widespread support for legislation and has been helpful to the education community in the past by allowing a minority of senators to block harmful legislation.


The Senate rules exempted voter ID legislation from the 2/3 rule, but otherwise the rule remains intact.
