Governor Rick Perry has declared 4 topics as "emergency" items this session, which means that legislation addressing such topics can be taken up earlier than is allowed for other bills. The emergency items are:










  • Voter ID
  • Sanctuary cities
  • Eminent domain
  • A balanced budget constitutional amendment


On Monday the Senate will meet as the Committee of the Whole; the entire Senate will convene as a committee to hear the voter ID bill. Last session, voter ID was so controversial that legislative maneuvers by Democrats to block the bill in the House tied up that chamber for days. It is expected to pass much more easily this session, but the controversy could affect the normally congenial atmosphere in the Senate and have an impact on future legislation.
