HB 4310

Status: Sent to governor
Author: Rep. Harold Dutton
Sponsor: Sen. Bryan Hughes
Summary: Requires districts, in adopting a scope and sequence for a subject in the required curriculum, to ensure that sufficient time is provided for teachers to teach and students to learn the TEKS for that subject and grade level.

Prohibits a district from penalizing a teacher who does not follow the scope and sequence based on the teacher's determination that the students need more or less time in a specific area to demonstrate proficiency. However, a district can take appropriate action based on documented evidence of a deficiency in classroom instruction obtained through observation or substantiated and documented third-party information.
