Summary: Revises the laws in the Education Code regarding hazing to add coercing a student to consume alcohol or drugs and to expand the definition of "organization" to include student government, band or musical group, academic team, athletic team, cheerleading team or dance team. Deletes provisions in the definition of hazing that say the act must endanger the mental or physical health or safety of the student, and that it includes any activity that intimidates or theatens the student with ostracism or subjects the student to shame or humiliation, or that might reasonably be expected to cause the student to leave the organization.

Expands immunity from prosecution to a person who voluntarily reports a hazing incident if the person reports before being contacted as part of the investigation and cooperates in good faith throughout the investigation. The person is not immune if reporting his/her own act of hazing.

Includes additional provisions regarding hazing at institutions of higher education.
