Summary: Allows a county commissioners court to set a speed limit of 20 mph on a county road or highway located within 500 feet of a public school (including charters) or institution of higher education. If a request to change a speed limit is denied, and if requested by the governing body of a school or institution of higher education, the commissioners court, municipal governing body or Texas Transportation Commission, as appropriate, must conduct an engineering and traffic investigation and potentially alter the speed limits on the road.
