Summary: A mandate relief bill that repeals or revises several provisons affecting school districts and repeals outdated provisions. Shifts authority regarding certain extracurricular activities from the commissioner of education to UIL. Exempts smaller districts (<10,000 students) from compliance with current laws regarding recycling. Changes the name of the master reading teacher grant program to the master teacher grant program and extends the program to include master teachers in math, technology and science. Deletes obsolete requirements regarding the role of the SBOE in granting charters (now a responsibility of the commissioner). Repeals the requirement that districts purchase energy-efficient light bulbs. Deletes obsolete references in the Education Code.
