Summary: Includes clean-up provisions and mandate relief provisions. Provides that the commissioner must allow a charter holder to provide written notice of a proposed new campus up to 18 months before the campus is expected to open. Includes the superintendent of a district (current law only provides for the school board) in getting notification of a proposed charter school in the area.

Repeals the statute creating the Best Practices Clearinghouse, the statute requiring TEA to recognize districts and campuses for exceptional high school completion and college readiness programs, and the statute requiring districts to use energy-efficient light bulbs.
