Summary: Updates language in the laws regarding instruction for students with a visual impairment (e.g., using the term "visual impairment" rather than "functionally blind"). Provides that the IEP for such a student must include instruction in braille unless the student's ARD committee determines that it is not an appropriate literacy medium for the student. The determination must be based on an evaluation of the student's appropriate literacy skills and current and future instructional needs.
