TCTA and other groups were somewhat taken by surprise when Rep. Jonathan Stickland's HB 1133 to revise the state's longstanding class-size statute was passed by the House Public Education Committee in March. All four teacher groups had opposed the bill, but the generally-friendly committee voted it out on a 10-2 vote. The proposal changed the 22:1 per class limitation to a campuswide average of 22 students per class. 

The bill came to the House floor Thursday. TCTA and the other three state teacher groups distributed a joint letter to all House members opposing the bill and other supporters also distributed letters in opposition. Debate on the bill was postponed several times and amendments were proposed in attempts to garner more support, but in the end, the bill was soundly defeated on a 44-97 vote.
