In 2007, a movement to dramatically change Texas' public school accountability system began. The 2009 Texas Legislature then passed HB 3, which included a framework for a new accountability system. Since then, the Texas Education Agency convened several statewide accountability advisory committees, upon which several TCTA members served, to advise the agency during the new system's development. Details of the new accountability system were announced in April 2013.

The first district and campus performance ratings under the new system were issued in August 2013 with full implementation in 2014.
